Purpose:
The LDM works hard to ensure fair and equitable access to funding requests by determining eligibility criteria for aboriginal people.
Client Status:
- Generally, the client must be unemployed and in receipt of Employment Insurance benefits, social assistance, disability or have no source of income.
- Must not be required by law to attend school.
- LDM funding is prioritized for unemployed band members and the Committee does not normally fund employed band members unless it may be demonstrated to the satisfaction of the Committee that their current job is at risk if the training is not accessed.
Application and Intake Process:
All individuals must complete an assessment to determine the need for their training/employment request. Funding requests will be reviewed by the M’Chigeeng LDM and the Employment & Community Development Committee upon completion of the required assessment. Requests will be processed by Date Received. The Application Process consists of:
- Participant Data Sheet,
- A Consent to Request/Release of Information,
- A formal request letter
- And Required Information
Required Information
The applicant must provide the following information:
- The name of the employer or training provider
- Start date of the training/employment
- Duration of the training/employment
- Cost of the tuition and other training expenses
- Completed registration forms for the training
- Whether you require travel assistance, training allowance, living away from home allowance and /or child care assistance
- Potential employment prospects
- Training Plan to be completed with/by the employer
Client Eligibility
All applicants:
- Must meet Eligibility Requirements of the M’Chigeeng LDM.
- Must be assessed and recommended for the training by the M’Chigeeng LDM Training Development Officer.
- Must not have any outstanding training overpayments with the M’Chigeeng LDM, other LDM’s or HRSDC.
- Must sign a Consent to the Request and Release of Information form for the purpose of checking the above information.
- If applicants should receive prior approval, reimbursements will be given consideration based on the date of application.
- In the event that a client funded through the LDM program has outstanding accounts receivable with the M’Chigeeng First Nation, then the deduction shall be limited to five percent (5%) during the duration of their sponsorship.
Membership:
The individuals must provide proof of the band membership (band number) or non-status relationship with the M’Chigeeng First Nation; however it is understood that the M’Chigeeng First Nation has the right to determine band membership. The client must have a written letter from the M’Chigeeng membership clerk verifying relationship to a parent or spouse who is a registered M’Chigeeng band member.
Other Aboriginal Clients:
For individuals not affiliated with M’Chigeeng First Nation, but are registered Indian or Métis, the M’Chigeeng LDM will process the application under the terms of the AHRDA and forward their request to the LDM responsible for approving such applications. Other Aboriginal client requests will be reviewed at the discretion of the committee when funds are available.
If the request is denied by another LDM, the client(s) must follow the appeal process of their own LDM.
Persons with Disabilities:
Participant requests will be reviewed on an individual basis.
Prior Approvals:
All applicants must receive prior approval before commencing any Training or Employment programs.
Approvals:
Once an approval has been granted and a letter of approval has been sent to the participant/sponsor, the participant/sponsor will have a time limit of thirty (30) days to respond to the letter of approval indicating either, accepting or refusing the approval(s).
- Approval letters will state a time frame (date) for the participant/sponsor to respond.
- Interventions must commence within three (3) months of the date on the approval letter.
Non-Aboriginal Clients:
The M’Chigeeng LDM does not provide funding to non-Aboriginal clients.
Trainee Responsibilities:
The trainee is to provide the M’Chigeeng LDM with the following information:
- Completed and signed copies of child care and travel claim forms
- Copy of marks upon completion of course
- Immediate, written notification of cancellation or withdrawal from the training
- For statistical purposes, the trainee agrees to update the M’Chigeeng LDM on employment status at two (2) months upon completion of training.
Hours of Training/Employment:
The minimum hours of weekly attendance for which training allowances are payable is 20 hours per week. The maximum hours of weekly attendance for which wage subsidies are payable is 40 hours per week.
Compliance:
Failure by the Trainee to fulfill Client Responsibilities as above will result in the Trainee forfeiting their access to M’Chigeeng LDM program funding for a two-year period.
Employers/Sponsors/Family:
Employers/sponsors will not be allowed to hire immediate family. Immediate family shall include:
- Spouse
- A parent, grandchild
- A son, daughter, brother or sister
