Training Projects:

The M’Chigeeng LDM has developed these criteria to ensure fair and equitable access to project submissions by determining eligibility of Sponsors (businesses, organizations and training providers), while protecting the integrity of the M’Chigeeng LDM and the interests of its clients.

Prior Approvals:

All requests submitted the M’Chigeeng LDM will be processed by Date Received and must receive prior approval before commencing any Training or Employment programs.

Approvals:

Once an approval has been granted and a letter of approval has been sent to the participant/sponsor, the participant/sponsor will have a time limit of thirty (30) days to respond to the letter of approval indicating either, accepting or refusing the approval(s).

  1. Approval letters will state a time frame (date) for the participant/sponsor to respond.
  2. Interventions must commence within three (3) months of the date on the approval letter.

Non-Membership Sponsors

The M’Chigeeng LDM reserves the right to fund projects for Non-member or Non-Native Sponsors where there is significant benefit to the M’Chigeeng First Nation, its clients or membership.

Assessment

The sponsor must fulfill the following:

  • Have favorable financial standing and acceptable accounting practices
  • Does not have any outstanding training overpayments with the M’Chigeeng LDM and has fulfilled previous contract obligations with HRSDC funding programs
  • Is a registered employer with Revenue Canada and provides benefits and proper insurance coverage
  • Has provided satisfactory training in the past

Hours of Training/Employment

The minimum hours of weekly attendance for which training allowances are payable is 20 hours per week. The maximum hours of weekly attendance for which wage subsidies are payable is 40 hours per week.

Third Party Trainers

The M’Chigeeng LDM will use the following guidelines to prioritize the purchase of training from Sponsors in project submissions

  1. Community trainers
  2. Aboriginal certified trainers
  3. Private aboriginal trainers
  4. Non-aboriginal certified trainers
  5. Private non-aboriginal trainers
  6. Certified trainers out of Province or Country

Eligibility Criteria

Where the M’Chigeeng LDM does not know the trainer, the Training Development Officer may ask the applicant to obtain the following references from the potential sponsor:

  1. A proposal and course outline
  2. A complete list of references which may or may not include the following;
    1. The names of First Nations Organizations
    2. Provincial or Federal government agencies
    3. Aboriginal trainees that they have trained
    4. Other groups that the trainer has provided services for
  3. Revenue Canada Employer Number
  4. Pamphlets and brochures
  5. Demonstration of sound business practices and training principles
  6. Must not have any outstanding training reports or overpayments with the M’Chigeeng LDM, other LDM’s or HRSDC
  7. A signed Consent to the Request and Release of Information Form

The above information is to be forwarded to the M’Chigeeng LDM with the project submission. The M’Chigeeng LDM Training Development Officer will then verify the reference and make a recommendation to the M’Chigeeng Employment and Community Development Committee.

Location of Training

Priority will be given to sponsors located in M’Chigeeng. Off reserve, out of province or out of country training will be considered when there is inadequate or unavailable training in M’Chigeeng.

Sponsor Responsibilities

The Sponsor must provide the M’Chigeeng LDM with the following information:

  • Bi-weekly attendance reports forwarded to the Training Development Officer
  • An invoice for training and receipt of payment
  • Trainee’s academic records or performance evaluations or payroll records
  • Applicable certificates of accreditation must be provided to the client upon successful completion of program/course

Compliance:

Failure by the Employer to fulfill Sponsor Responsibilities as above will result in the Sponsor forfeiting their access to the M’Chigeeng LDM program funding for a two (2) year period.

Employers/Sponsors/Family

Employers/sponsors will not be allowed to hire immediate family. Immediate family shall include:

  • Spouse
  • A parent, grandchild
  • A son, daughter, brother or sister
