ROLES AND RESPONSIBILITIES OF ADVISORY GROUPS OF CHIEF AND COUNCIL

M’CHIGEENG FIRST NATION POLICY GOVERNING ADVISORY GROUPS OF CHIEF AND COUNCIL – PREAMBLE:
Given the necessity of Chief and Council to devote continuing attention on all matters of concern to the Band, and that some matters may pre-occupy Chief and Council unduly, it shall be standard practice to appoint Advisory Groups from time to time as the interests of the First Nation may require.

The duties and responsibilities of each Advisory Group member shall include, but are not limited to:
  1. Advisory Groups shall follow the M’Chigeeng First Nation Policy Governing Advisory Groups of Chief and Council.
  2. Advisory Groups shall follow the Terms of Reference assigned to the Advisory Group by the Chief and Council.
  3. Advisory Groups shall make recommendations to the Chief and Council relating to the setting of goals and policies for the department(s) assigned to it.
  4. Advisory Groups shall recommend budget allocations to the department and provide and monitor the achievement of the department goals and spending of the department with respect to the Council approved budget.
  5. Advisory Groups shall actively participate in engaging with the community with respect to their sector to receive community input in enhancing programs and or services.
  6. Attend all Advisory Group meetings and functions, such as special events.
  7. Be informed about the M’Chigeeng First Nation’s mission, services, policies, and programs.
  8. Review agenda and supporting materials prior to Advisory Group meetings.
  9. Serve on Advisory Groups or Sub Working Groups and offer to take on special assignments as approved by Chief and Council.
  10. Keep up-to-date on developments in the sector that the Advisory Group is responsible for with the assistance of the Technicians.
  11. Follow conflict of interest and confidentiality policies.
  12. Refrain from making individual and special requests from staff or deal directly with the administration of the First Nation’s operations.
  13. Actively assist the Advisory Group in carrying out its responsibilities.
  14. Assist the Council by preparing recommendations for Council deliberations inclusive of benefits and implications for council deliberation.
  15. The Committee shall assist in providing practical recommendations aimed at enhancing the quality and standards of program and service delivery of the sector it is responsible for.
  16.  Advisory Groups do not speak or act for Council unless formally given the authority to do so. 
  17. Advisory Groups shall quarterly evaluate:
  • Input on effectiveness and efficiency of the Advisory Group and its work
  • Any recommendations on how their Advisory Group and its work might be improved or conducted more efficiently
  1.   Advisory Groups shall evaluate to improve the value of a meeting:
  • Were issue(s) covered significantly?
  • Did the material received prior to the meeting adequately prepare you to participate in the discussion?
  • Did the Advisory Group conduct matters of management or policy?
  • Overall, was the meeting worth your time?
